Greater Bridgeport Valley Metropolitan Planning Organization (GBVMPO) Regional Complete Streets Policy
The Greater Bridgeport Valley Metropolitan Planning Organization’s (GBVMPO) Regional Complete Streets Policy was approved at their March 27th, 2025 meeting. This policy establishes the GBVMPO’s commitment to integrating a Complete Streets approach into the transportation planning process, as well as the design and construction of transportation projects. Complete Streets is a multimodal approach to transportation planning that serves to account for and accommodate all roadway users— including pedestrians, bicyclists, motor vehicles, and public transit riders— to ensure safe, comfortable, and efficient travel in the region. The Policy will apply to future transportation-related projects, plans, and processes that the GBVMPO is responsible for reviewing.
GBVMPO’s Regional Complete Streets Policy acts in furtherance of the stated priorities of the Federal Highways Administration (FHWA), the Connecticut Department of Transportation (CTDOT), and its member municipalities. The Policy supports stated goals of improving safety and multimodal access enumerated in the Regional Metropolitan Transportation Plan (MTP), Regional Plan of Conservation and Development (RPOCD), Regional Safety Action Plan, and Vision Zero Resolution.
The Connecticut Metropolitan Council of Governments (MetroCOG), in partnership with the Naugatuck Valley Council of Governments (NVCOG), conducts the federal transportation planning activities for both the Greater Bridgeport and Valley Regions of Connecticut. MetroCOG, of which Bridgeport, Easton, Fairfield, Monroe, Stratford and Trumbull are members, serves as the host agency for the Greater Bridgeport Valley Metropolitan Planning Organization (GBVMPO). NVCOG, of which Ansonia, Derby, Seymour and Shelton are members, serves as co-host to the GBVMPO. This Complete Streets Policy applies to MetroCOG and its six member municipalities. The four municipalities of NVCOG may utilize the GBVMPO policy or a similar policy developed by NVCOG. NVCOG is currently developing an Active Transportation Plan for their 19 municipal members, 15 of which are not part of the GBVMPO.
